Everyone has something to hide.

46. Fire Captain and the department's arson investigator. Rosa responded personally to the Dock Road medical call on September 20th, 2023 — she was the incident commander on scene. She has stated that her department vehicle, a blue Ford F-250, was at the station all evening and was not involved in the incident. Department records confirm the F-250 was signed out at 11:32 PM for the call — sixteen minutes after the estimated time of impact. Rosa drives a personal vehicle, a dark-colored Jeep Grand Cherokee, which she parks behind the station. She has been cooperative with investigators and has spoken at length about her department's response time that night. What she has not been asked is what she was doing in the twelve minutes between the estimated time of impact and the moment she placed the call to dispatch.

34. The department's best medic. Jimmy was the primary paramedic on the Dock Road call on September 20th, 2023, and was first to reach Greta Moffat. He pronounced her death at scene. His incident report describes the injuries as 'consistent with a high-speed vehicle strike' and notes visible tire marks on the victim's clothing. Jimmy told the state police reviewer that he had noticed a dark-colored SUV idling with its lights off on a spur road approximately forty meters from the impact point when the department unit arrived — but that it had moved off before he could approach it. He did not include this observation in his original incident report, explaining that he was focused on the patient and filed what he could confirm. The omission has drawn scrutiny.

26 years on the force, 12 as chief. Tillman personally reviewed and closed the Calloway case in November 2023. He has been publicly critical of Priya Desmond's podcast, calling it 'irresponsible speculation dressed up as journalism.' What is less publicly known is that Tillman and Rosa Delgado-Venn came up through the department together in the mid-1990s — she as a firefighter, he as a patrol officer — and have maintained a close professional relationship for three decades. When the state police review request arrived in May 2026, Tillman's office initially refused to release the impounded boat's documentation on procedural grounds, a delay that held the review back by eleven days before a court order resolved it.

38. Evening shift at The Helm. Jet served Peter Calloway on the night of October 13th, 2023, and was interviewed by Caldmere PD within a week of the incident. She confirmed he ordered two coffees and a burger and sat alone in booth four for roughly fifty minutes. What she did not mention to the original investigators — and did mention, in detail, to Priya Desmond — was that Calloway had been joined for the last twenty minutes of his meal by someone from the fire station. Jet recognized the visitor because she had seen the same person eating at The Helm in uniform on at least three previous occasions. Jet did not name that person to Desmond on the record, citing concern for her own safety. She agreed only to share the detail if it could be kept confidential.

58. Builds and repairs boats. Magda had done repair work on Peter Calloway's center-console in the week before his death — he had hired her for a routine engine service and a throttle cable replacement. She was therefore the last person with documented, legitimate access to the boat's engine compartment before October 13th. Her service record for the Calloway job is precise: oil change, impeller replacement, throttle cable replaced with marine-grade stainless. She signed off on the work on October 10th, three days before Calloway's death. The state police examiner's finding of a rubber wedge in the throttle linkage — an object inconsistent with professional marine work — does not appear in Magda's service record, nor would it.
