The Briefing

The call came in on a Tuesday morning in early November 2021. A woman's body had been found in the sail loft above The Moorings' main boathouse, half-hidden behind a stack of folded canvas. Her name was Celia Voss — twenty-nine years old, a graduate student at Bellwick visiting from the University of Groningen on a six-week cultural exchange. She had been in Caldmere for exactly eleven days.

39. The person who gave Celia Voss access to the youth program as a research observer. A known Tideline Assembly member — disclosed only after the podcast aired. Told investigators he last saw Celia on the afternoon of November 8th. His position gave him total knowledge of The Moorings' layout, including the sail loft where Celia's body was found.

61. Met Celia at a community dinner on November 3rd. She asked him about local organizations claiming to speak for the waterfront. His car was spotted on North Pier Road at 11:15 PM on the night of the murder — an unexplained presence near The Moorings. His former parish in Brockton described a priest who 'chose doctrine over people.'

34. Treated Celia on November 5th for a hand laceration sustained at the dock. Ruth Begley places him at The Helm Diner until 9:45 PM on the night of the murder — giving him time to reach The Moorings before the estimated start of the death window. Former Navy corpsman with rope and knot training. Calm to the point of being unnerving.

64. Spoke with Celia twice — including a substantive conversation on November 7th during which Celia asked directly whether The Moorings had 'changed in the last few years.' Ruth confirmed that it had. Has run The Helm for 31 years and is a known fixture of the working waterfront community — exactly the constituency the Tideline Assembly claims to defend.

58. Found Celia's body. A founding member of the Tideline Assembly — concealed from the original investigation. Named in Celia's research notes as a core Assembly organizer. Claims to have been home alone the night of November 8th. Controls access to all maintenance areas of The Moorings, including the sail loft's supply cabinet where dock line is stored.
