Riptide Memorial

Tidewater Marina, Caldmere

The Briefing

A Coast Guard incident report, dated August 29th, 2022, sits in a manila envelope at the bottom of a filing cabinet in the harbormaster's office at Tidewater Marina. The envelope is labeled, in faded marker: DROWNING — ACCIDENTAL — CLOSED. Inside: eleven pages documenting the death of Lachlan Pryce, thirty-four years old, a marine photographer visiting Caldmere on a two-week assignment for a…

Persons of Interest

Everyone has something to hide.

Jonah Voss, Reporter, The Caldmere Gazette in Caldmere
Jonah Voss
Reporter, The Caldmere Gazette

Jonah covered the original drowning for the Gazette in August 2022, filing two brief pieces that accepted the accidental conclusion without question. He has since become the paper's primary contact for Vera Pryce's inquiries — a role that gives him both proximity to the new investigation and motive to control its direction. His 2022 notes are missing from the Gazette's archive. He told the IG investigator he 'never kept physical notes for a drowning story, only audio.' No audio files have been located.

Marco Gallo, Mechanic / Caldmere Garage & Salvage in Caldmere
Marco Gallo
Mechanic / Caldmere Garage & Salvage

The salvage yard behind Caldmere Garage & Salvage is where the recovered kayak has sat since August 2022. Marco handled its intake, tagged it, and placed it in the yard. He has routine access to rotary tools — including a counterclockwise-capable drill — and has no verifiable alibi for the night of August 28th, 2022. He told the IG he 'never went near that kayak before or after intake.' His shop records, however, show a rotary bit of the relevant gauge was signed out by him on August 27th and not returned to the tool cabinet until August 30th.

Dorothy 'Dot' Huang, Editor-in-Chief, The Caldmere Gazette in Caldmere
Dorothy 'Dot' Huang
Editor-in-Chief, The Caldmere Gazette

Dot assigned Jonah to cover Pryce's drowning and approved both brief pieces running with the accidental conclusion. She has editorial authority over what the Gazette prints and what it does not. In 2022, the paper received a $14,000 advertising contract from Caldmere Seafood Cooperative — a sum representing eighteen percent of that year's print revenue — signed in the same week Pryce's body was recovered. The cooperative's membership includes several gill-netters operating in the harbor. Dot has never disclosed this contract conflict to the IG.

Dean Kowalski, Owner / Bartender, The Brine in Caldmere
Dean Kowalski
Owner / Bartender, The Brine

Dean owns two commercial fishing vessels registered out of Tidewater Marina and has held a gill-netting permit — valid only outside the protected zone — since 2017. Lachlan Pryce had photographed what his editor described as 'a vessel with a dark hull and a rigging modification consistent with under-the-gunwale net storage' inside the protected zone. Dean's primary vessel, the Halcyon, has a dark hull. He was at the marina on the morning of August 29th, 2022 — one of the few confirmed on-site presences that early. He claims he was prepping the Halcyon for a 5:30 AM tide run.

Owen Beck, Hospital Security Guard, St. Clair Medical Center in Caldmere
Owen Beck
Hospital Security Guard, St. Clair Medical Center

In August 2022, Owen Beck was not yet working at St. Clair — he was employed as a private dock security contractor at Tidewater Marina, a position he held from May through October of that year. His contract gave him unrestricted access to the dock shed, the combination lock code, and all rental equipment. He was the person who filed the initial marina incident report on August 29th, noting the capsized kayak's position and condition. That report describes the drain plug housing as 'intact upon visual inspection' — a description the IG's examiner says is either an error or a deliberate mischaracterization. Owen left the marina contract abruptly in late October 2022 and took the St. Clair security position in November. He is a member of the New Covenant Fellowship, a small doctrinal group that holds weekly services at a rented space on Route 1A. The group's core belief, as stated in its publicly available statement of faith, is that protected marine zones are 'unlawful secular encroachment on resources granted by divine covenant to working fishermen.' Owen has attended without interruption since 2019.
